I, THEODOR MERON, President of the International Tribunal for the Prosecution of Persons Responsible for Serious Violations of International Humanitarian Law Committed in the Territory of the Former Yugoslavia since 1991 ("International Tribunal"),

NOTING the "Interlocutory Appeal by the Amici Curiae Against the Trial Chamber Order Concerning the Presentation and Preparation of the Defence Case Dated 17 September 2003," filed 1 October 2003;

CONSIDERING the composition of the Appeals Chamber of the International Tribunal set out in Document IT/220 of the International Tribunal, dated 1 October 2003;

CONSIDERING Articles 12(3) and 14(3) of the Statute of the International Tribunal;

CONSIDERING the need to expedite the hearing and resolution of the appeal;

PURSUANT TO Rule 27(C) of the Rules of Procedure and Evidence of the International Tribunal;

HEREBY ASSIGN, with immediate effect, Judge Florence Mumba to replace Judge Wolfgang Schomburg in the present case;

AND ORDER that the Appeals Chamber in Case No. IT-02-54-AR73.6, The Prosecutor v. Slobodan Milosevic, shall now be composed as follows:
