I, THEODOR MERON, President of the International Tribunal for the Prosecution of Persons Responsible for Serious Violations of International Humanitarian Law Committed in the Territory of the Former Yugoslavia Since 1991 ("Tribunal"),
NOTING that on 10 September 2004, Trial Chamber III issued an "Order on Request for Certification to Appeal the Decision of the Trial Chamber on Court Assigned Counsel," which certified for appeal the question of whether counsel should be imposed on Mr. Milosevic;
BEING SEIZED OF court-assigned counsel’s "Request for Leave to Exceed the Page Limit for Interlocutory Appeal Against the Trial Chamber’s Decision on Assignment of Defence Counsel," filed on 27 September 2004;
CONSIDERING the importance and complexity of the issues involved in the present appeal; and
NOTING that, under the "Order Assigning Judges to a Case Before the Appeals Chamber and Designating a Pre-Appeal Judge" of 20 September 2004, I am serving as Pre-Appeal Judge in this case;
HEREBY ORDER that assigned counsel in The Prosecutor v. Slobodan Milosevic, Case No. IT-02-54-AR73.7 is granted leave to file a brief of 40 pages or 12,000 words, whichever is greater.
