I, FAUSTO POCAR, Vice-President of the International Tribunal for the Prosecution of Persons Responsible for Serious Violations of International Humanitarian Law Committed in the Territory of the Former Yugoslavia since 1991 ("International Tribunal");

NOTING that the Appeals Chamber is seized of the appeal lodged by Tihomir Blaskic on 17 March 2000 ("Appeal") from the judgment of the Trial Chamber in the case of Prosecutor v. Tihomir Blaskic rendered on 3 March 2000;

NOTING that, pursuant to Rule 22(B) of the Rules of Procedure and Evidence of the International Tribunal ("Rules"), I have been elected as Presiding Judge of the Appeals Chamber in this Appeal;

NOTING that Rule 65ter of the Rules, read together with Rule 107 of the Rules, authorizes the Presiding Judge of the Appeals Chamber to designate a member of the Appeals Chamber to be responsible for pre-appeal proceedings ("Pre-Appeal Judge");

HEREBY AFFIRM, with immediate effect, myself as Pre-Appeal Judge with responsibility for all pre-appeal proceedings in the Appeal.
