I, Gabrielle Kirk McDonald, President of the International Tribunal for the Prosecution of Persons Responsible for Serious Violations of International Humanitarian Law Committed in the Territory of the former Yugoslavia since 1991 ("International Tribunal"),

CONSIDERING the "Report of the Presiding Judge of Trial Chamber I Pursuant to Sub-rule 15(F) of the Rules of Procedure and Evidence," dated 26 January 1999 ("the Report");

CONSIDERING the Medical Certificate from Judge Fouad Riad’s physician, Dr. W. A. Dikker, dated 25 January 1999;

CONSIDERING the "Conditional Consent of the Accused to the Continuation of the Proceedings Following the Assignment of a New Judge to the Trial Chamber," dated 22 January 1999;

CONSIDERING Sub-rule 15(F) of the Rules of Procedure and Evidence;

FINDING that Sub-rule 15(F) permits the President to assign another Judge to a case in the event a Judge is unable to continue sitting in a part-heard case and to order a continuation of the proceedings with the consent of the accused;

FURTHER FINDING that Judge Fouad Riad is unable, due to infirmity, to continue sitting in this case until the beginning of May 1999 at the earliest;

HAVING CONSULTED the Judges of the International Tribunal,

HEREBY ASSIGN Judge Almiro Rodrigues in lieu of Judge Fouad Riad to Trial Chamber I for the purpose of hearing and deciding Prosecutor v. Tihomir Blaskic, Case number IT-95-14-T;

HEREBY ORDER a continuation of the proceedings from this point forward before Trial Chamber I, composed as follows:
