I, LIU DAQUN, Presiding Judge of Trial Chamber I of the International Tribunal for the Prosecution of Persons Responsible for Serious Violations of International Humanitarian Law Committed in the Territory of the Former Yugoslavia since 1991 ("the International Tribunal"):

CONSIDERING Article 21 (4) (c) of the Statute of the International Tribunal ("the Statute") which guarantees the right of the accused "to be tried without undue delay" and Article 20 (1) of the Statute which enshrines the right to a "fair and expeditious" trial;

CONSIDERING that it is in the interests of justice and of an expeditious trial to appoint a pre-trial Judge to be responsible for pre-trial matters on behalf of the Trial Chamber;

PURSUANT TO Rule 65 ter (A) of the Rules of Procedure and Evidence of the International Tribunal;

HEREBY DESIGNATE Judge Mohamed Amin El Abassi Elmahdi to be the pre-trial Judge in this case, such appointment to take effect forthwith.
