I, Claude Jorda, Presiding Judge of Trial Chamber I (hereinafter "the Trial Chamber") of the International Criminal Tribunal for the Prosecution of Persons Responsible for Serious Violations of International Humanitarian Law Committed in the Territory of the Former Yugoslavia since 1991 (hereinafter "the Tribunal"),

PURSUANT to Articles 20 and 21 of the Statute and Rules 54, 62 bis, 65 bis, 85, 86, 87 and 100 of the Rules of Procedure and Evidence (hereinafter "the Rules");

NOTING the Agreement as to the factual basis for guilty pleas to be entered by Goran Jelisic filed on 9 September 1998 (hereinafter "the Agreement");

NOTING the second amended indictment confirmed on 19 October 1998 by Judge Vorah;

NOTING the transcript of the further initial appearance of Goran Jelisic dated 29 October 1998 (hereinafter "the further initial appearance");

CONSIDERING that Articles 20 and 21 of the Statute guarantee to the accused the right to a fair and expeditious trial;

CONSIDERING that the accused Goran Jelisic appeared before this Trial Chamber to plead to the counts in the initial indictment on 26 January 1998;

CONSIDERING that at the further initial appearance the accused pleaded guilty to all the counts in the second amended indictment except for the count of genocide;

CONSIDERING that the respective schedules of the Tribunal’s Trial Chambers preclude the possibility that the entire trial can take place within a brief period of time;

CONSIDERING that the parties submitted to the Trial Chamber a written agreement in support of the guilty plea;

CONSIDERING that, under those conditions and out of concern for proper administration of justice, it appears necessary for the Trial Chamber to review whether it is appropriate to deliver a ruling on the counts to which the accused has pleaded guilty;

FOR THE FOREGOING REASONS,

ORDER that a status conference be held with the accused present on Thursday, 18 March 1999, at 9.00 hours.
