Conditions of service

Staff are offered a highly competitive salary (which is not subject to Dutch income taxes) with a yearly increment and, if entitled, a dependants allowance. Furthermore, we offer extensive medical and pension plans, 30 days annual leave and 10 days official holidays.

Staff members are International Civil Servants and are expected to be discrete and loyal as regards to the interests of the United Nations International Criminal Tribunal for the former Yugoslavia.

Appointments are usually issued for an initial period of three months. This trial period provides both the staff member and the organization with an opportunity to determine whether the appointment was mutually satisfactory. Thereafter a renewal will be considered. However, in view of the temporary nature of the Tribunal, contracts are issued for a maximum period of one year, with the possibility of renewal.

All General Service staff are considered as local recruits and are not entitled to any expatriate benefits. The conditions of service of ICTY staff are governed by the United Nations Staff Rules and Regulations.

There are different levels in the General Service category, recognising increasing levels of complexity. Staff are generally hired at a level that reflect their qualifications and experience.

In accordance with United Nations Staff Rules and Regulations staff must undergo a medical examination and must be medically cleared within the first six months of service.

Job requirements and qualifications at the General Service Level

The employment requirements depend on the level and complexity of the position but must minimally include:

1. High school diploma
2. At least 3 years of relevant work experience
3. Good command of the English and/or French language.

Upon review of applications a selection will be made to invite suitable candidates to participate in the required United Nations Entrance Examination.

NOTE - Required residency status

Employment with the International Tribunal is subject to relevant local laws - in the Netherlands this is the Wet op Arbeid and Vreemdelingenwet. The main points to be aware of are the following:

1. Dutch nationals and subjects of the European Union may work with the Tribunal without any prior documents, provided that their stay in the Netherlands prior to employment with the Tribunal was in compliance with local law."
2. Non E.U. nationals in possession of a Vreemdelingendocument must confirm the validity of this document and must verify the status of their working privileges. In order to work for the International Tribunal they must be in possession of a valid work permit for full-time employment and the work permit must not be limited to any specific category of job or employer.
3. Non E.U. nationals who are not in possession of aforementioned documents must return to their home country and wait for the International Tribunal to apply for a visa on their behalf.
4. Candidates selected for positions, who reside outside of the E.U. and who require a visa for the Netherlands, will be asked to provide details to the International Tribunal who will apply for a visa on their behalf.

Information Technology Technician
, G-5 (For rostering purposes)

Functions:
The incumbent must have a sound background in computer hardware, networking technology and standard office automation software packages (minimum 3 years) to perform third line repair and maintenance of computers and peripheral devices, however, recruitment emphasis will be placed on relevant Satellite Earth Station (VSAT) and PABX experience. Satellite experience (minimum 5 years) should include the earth station configuration, installation and maintenance of 1.8 meter and 3.4 meter stations using both DAMA and PAMA technology, from 64Kb carriers to 256Kb for Voice, Data, and Video conference traffic.

Qualifications:
Qualifications in respective fields (Networking Telecommunications). PABX experience is advantageous, details should be included of the make, capacity and level of switch management performed.

Languages:
English essential, French desirable.


Finance Assistant, G-5 (For Rostering Purposes)

Functions:
Records obligating documents (purchase orders, travel authorisations etc.) in the accounting system; processes travel claims of travellers whose expenses are reimbursable under United Nations rules and regulations and ICTY standard operating procedures; prepares payroll and related entitlement for ICTY staff; prepares disbursement vouchers for payments; prepares journal vouchers and drafts memoranda for claims resulting in a receivable due to ICTY; receives and distributes cash to settle accounts; assists in preparation of cash flow projection, reconciles cash on hand and prepares bank transfer; processes payment vouchers in connection with purchase of goods, equipment services, telephone and utility bills, special agreements, contracts and petty cash replenishments; and, ensures compliance with relevant rules and regulations and that proper documentation and requirements have been fully met. Any ad-hoc duties as required.

Qualifications:
Minimum of 5 years relevant accounting/financial experience.
Please note that consideration for recruitment in the Finance Section is subject to passing the UN finance examination.



Secretary/Administrative Assistant, G-5 (For Rostering Purposes)

Functions:
Provides administrative, logistical and secretarial support to Senior Officials;
performs clerical tasks, such as typing routine correspondence; establishes and maintains office filing systems, arranges meetings and maintains agendas of meetings.
Performing other duties as required.

Qualifications:
Minimum of 5 years relevant experience in an office environment. Please note that consideration for recruitment in the administration field is subject to passing the UN clerical examination.

Languages:
English or French Language skills are essential.


Security & Safety Officers, G-3 (For rostering purposes)

Duties include:
Responsibility for access control of staff and visitors, courtroom safety, fire and safety standards.
VIP escort and prisoner detention.
Escorting and observing the detainees.

Minimum requirements:
High School Diploma
A minimum of three years Police/Military Police, Government or Military Security Experience with handling of 9 mm pistols.
A good command of the English and/or French language.

Salary:
Dependant on qualifications and years of relevant experience.
