The Third Diplomatic Seminar Hosted by the ICTY focuses on the development of a "Completion Strategy"

Today, Thursday 27 June 2002, representatives from the diplomatic missions to the Netherlands gathered at the seat of the International Criminal Tribunal for the former Yugoslavia (ICTY) for a Diplomatic Seminar.

This Seminar was the third such meeting organized by the International Tribunal and was designed to update the members of the corps diplomatique on the activities of the organs comprising the Tribunal, to inform them about the challenges faced by the Tribunal, and to stress the importance for the Tribunal’s success of cooperation from Member States. More specifically, this Diplomatic Seminar focused on the "completion strategy" that is being developed by the President, Judge Claude Jorda, the Prosecutor, Carla Del Ponte, and the Registrar, Hans Holthuis.

In keeping with the announcement made before the Security Council in November 2001 by the President and the Prosecutor, this "completion strategy" includes a progressive concentration of the Tribunal’s resources on the prosecution and trial of the highest-ranking political and military leaders, and the possibility in the future of the Tribunal deferring some of its cases to the national authorities and legal institutions.

This strategy was further set forth in a Report entitled, "Report on the Judicial Status of the International Criminal Tribunal for the Former Yugoslavia and the Prospects for Referring Certain Cases to National Courts" that was recently prepared by the President, the Prosecutor and the Registrar and sent to the Security Council. Parts of this Report were discussed with the relevant authorities during the visit of the President and the Prosecutor, along with the Deputy Registrar, to Bosnia and Herzegovina, which took place from 17 to 21 June 2002. The results of the visit were presented during the Diplomatic Seminar.

The President, the Deputy Prosecutor and the Registrar addressed the diplomatic representatives before engaging in discussions with them, during both the formal part of the meeting and also during an informal reception.
