The 22nd Plenary Session of the International Criminal Tribunal for the former Yugoslavia

The Judges of the International Criminal Tribunal for the former Yugoslavia (ICTY) held their 22nd Plenary Session on 13 and 14 July 2000, during which they discussed a range of issues and amended a number of the Tribunal’s Rules of Procedure and Evidence. The amendments will be available from the Public Information Services and posted on the ICTY’s internet homepage (http://www.un.org/icty) in due course.

HIGHLIGHTS

  • The President of the Tribunal, Judge Claude Jorda, reported to the Judges on the Tribunal’s progress over the last six months. In addition, he informed the Judges that the working group established by the Security Council to look at the Judges Report on the Operation of the ICTY (see Press Release 512) would next meet on 24 July 2000 and that the Tribunal would be represented at that meeting.
  • For the first time, the Plenary heard from representatives of the Defence Counsel, who, at their request, addressed the issue of proposed changes to the legal aid scheme. The Defence Counsel had the opportunity to hear the Registrar’s position and to answer questions from the Judges. Following the discussions, the Plenary requested that the Registrar develop some aspects of her proposals. This issue will be revisited in the coming months.
  • The Prosecutor, Carla Del Ponte, was invited to address the Plenary on the issue of compensation for victims. Having heard the Prosecutor, the Plenary decided that the Rules Committee, with some assistance from the Registry, would study the proposals with the aim of making recommendations to the Judges.
  • The Plenary adopted in principle the President’s Annual Report. This will be made public after it has been presented to the General Assembly in New York later in the year. The report, which is produced in accordance with Article 34 of the Statute, covers the period from 1 August 1999 to 31 July 2000. 
  • The Plenary discussed the possibility of involving the Judges in various Outreach Programme initiatives.
