High school presentations on the ICTY

Outreach made general presentations on the ICTY and its work in 11 high schools, addressing around 540 pupils in various towns, including in Ferizaj/Uroševac, Kievë/Kijevo, Gjilan/Gnjilane, Priština, Mitrovica, Podujevo/Podujevë and Vushtrri/Vučitrn. The program was to be continued in 2008.

Visit of the Advisory Committee on the Archives (ACA), Belgrade

During their visit, the ACA members met with a range of government officials, representatives of the judiciary, members of the international community as well as civil society activists. The programme included visits to the Humanitarian Law Center and the archive of Serbia and Montenegro, where the meeting with prominent Serbian archivists and historians was held. The visit served as a fact-finding mission in preparation for the decision about the future of the ICTY archives.

Annual Conference of State Court Criminal Defense Section 

Outreach participated in this conference titled “International Criminal Law in Practice: Defence in War Crimes Cases”, which focused on international and criminal law in practice before the ICTY and the national courts in BiH, Croatia and Serbia, with the emphasis on defence-related issues.

Discussion on the ICTY achievements, Zagreb

An Outreach representative attended the roundtable “Legal, political and historical consequences of ICTY Judgements”, preceded by the screening of documentary “Carla’s List” (a Swiss documentary that followed the Prosecutor during 2005, dealing with her attempts to apprehend ICTY fugitives). A large number of representatives of embassies to Croatia, international organisations, NGOs, veterans’ organisations and journalists attended the event. While NGO representatives highlighted a number of ICTY achievements, representatives of victims’ and war veterans associations mainly criticised the “Vukovar Three” judgement and the Tribunal’s failure to indict the Yugoslav Army leadership, complaining that justice rendered partially was no justice. Similar panels were held on the same day in The Hague, Sarajevo and Belgrade.

Discussion on the ICTY achievements, Sarajevo

The Outreach representative participated in the screening of the documentary “Carla’s List” and a panel discussion on the achievements of the ICTY and the legacy of its former Chief Prosecutor Carla Del Ponte. The event was organised by two local NGO’s. Among the panelists was the BiH Chief Prosecutor. Similar panels were also held on the same day in The Hague, Zagreb and Belgrade; discussions were filmed and placed online, with English subtitles, on the website www.pravoljudski.cps.edu.ba

“Justice Requires Outreach” symposium

The meeting was organised by the OSCE Mission to BiH and focused on the cooperation of relevant actors in war crime prosecutions, improving transparency of trials, approaches to outreach by entity courts and the role of media. The symposium began with a screening of OSCE-sponsored documentary “Justice Requires Outreach”, followed by a panel discussion. Other speakers included relevant entity prosecutors, civil society and media representatives.

Community discussion on the ICTY legacy

The discussion, organised by Nansen Dialogue Center, focused on the ICTY completion strategy and its legacy in Bosnia and Herzegovina. The lively and lengthy discussion was attended by NGOs, victim groups and media representatives from Mostar. They showed a great deal of interest in such issues as transfer of cases from the ICTY to local courts, future of war crimes prosecutions in BiH after the closure of the Tribunal and the future location and access to the ICTY archives.

“Enclavia” visit of Kosovo Serb activists

This visit was organised in partnership between the Serbian NGO “Fraktal” and the Dutch NGO IKV Pax Christi as part of the “Enclavia” project that aims to present the Kosovo Serb community challenges to various stakeholders. During the short visit to the Tribunal, the five Kosovo Serb activists were given a brief overview on the ICTY and cases regarding the Kosovo-Serbian conflict. More in-depth questions were asked about the political consequences in the region of Trial Chamber judgements. Participants wanted to know more about the legacy of the Slobodan Milošević trial and the possibility of referral of the ICTY cases to Kosovo judicial institutions.

Roundtable in the Faculty of law

These NATO-organised events were to familiarise law students and faculty members with the modalities of BiH accession to the European Union and other international organisations. ICTY’s representative clarified the principles of international obligations of UN member states to cooperate with the Tribunal. It was an opportunity to present the achievements of the ICTY and dispel various misconceptions about the Tribunal. A number of questions focused on the Tribunal’s role in social reconstruction and establishment of rule of law in the country.

Visit of the Advisory Committee on the Archives (ACA), Sarajevo

Two members of the Advisory Committee on Archives (ACA) of the UN Tribunals for the former Yugoslavia and Rwanda conducted a mission to Bosnia and Herzegovina as part of the consultations to help decide on the future of Tribunals’ archives. The interlocutors included BiH Presidency, Minister of Justice, President of the State Court and State Prosecutor, various civil society figures and archivists.

Introducing the Tribunal to the EU Police Mission

A group of 30 newly-arrived EU Police Mission officers received an in-depth introduction to the ICTY mandate, completion strategy and its relationship with the local BiH bodies engaged in the investigation and prosecution of war crimes. The EUPM officers attending the briefing work with the local police and were engaged in various questions of interest to the ICTY.

Regional Conference “Responsibility of Media for War Crimes in the Former Yugoslavia

This large conference was organised by the Croatian Association of Journalists, Mediacenter Sarajevo, and Independent Association of Journalists in Serbia, and analysed the role of the media in the ex-Yugoslav conflicts in the 1990s. The participants discussed the journalistic codex and the possibilities to prosecute or otherwise penalise those who participated in media propaganda during the 1990s wars. The conference was attended by a great number of leading media representatives, ICTY, Prosecutors and other officials dealing with war crimes from Serbia, Bosnia-Herzegovina and Croatia.

New Policy School lectures

The “New Policy School” is a project of the NGO Youth Initiative for Human Rights. In each city, some 20 young politicians, students of journalism and activists participated in the School’s six-month program with weekly lectures on different topics. The ICTY lectures conducted by an Outreach representative consisted of an introduction to the Tribunal, video clips from Tribunal proceedings and practical skills for further research of the Tribunal’s cases. Discussion was lively at all three locations and it provided an opportunity to dispel many common prejudices.

Public debate on ways Bosniaks and Serbs attempt to overcome their divisions

This public debate was another one in a series of events in the local communities where war crimes had been committed. It opened with the documentary ‘Fingerprints – 15 years later’ which presented the facts established in ICTY cases. It was then used as a platform for examining local efforts to deal with the tragic past. The lively and open discussion focused on the ways Bosniaks and Serbs attempt to overcome their divisions.

Lecture for electronic media in seminar on reporting on justice and security

The seminar was organised by Mediacentar Sarajevo and gathered a number of editors of local electronic media from across Bosnia and Herzegovina. The ICTY presentation showed the priorities of the Tribunal, including the need for the continued coverage of ICTY trials, and issues related to its legacy. The discussion also explored ways the ICTY Sarajevo Office can facilitate media access to ICTY-related information.

Serb, Kosovo Albanian and Dutch students

The visit was organised by the peace organisation IKV Pax Christi as a part of the exchange project “Our Future – European Integration”, that facilitates contacts between young people from Kosovo, Serbia and The Netherlands. The students received an introduction to the ICTY in general and OTP in particular, discussed different issues on cases regarding the Kosovo-Serbian conflict, OTP cooperation with the countries in the region in the context of their European integration and the Milošević trial on the charges relating to Kosovo.

Serbian students from Mitrovica University in Kosovo

This short visit was organised by two organisations: Spark from the Netherlands and Fractal from Serbia as a part of their European Integration and Western Balkanproject. The visit to the ICTY was part of one-week study tour to the Netherlands and Belgium. In the ICTY, ten students from the Mitrovica University received a general introduction to the Tribunal, overview of cases of most interest, analysis of the ICTY cooperation with ex-Yugoslav states and opportunity to watch a session of the Milutinović et al. trial.

Public debates on facing the past – various locations in Bosnia

Twelve public events were held in various locations throughout Bosnia, including Bijeljina, Zvornik, Bratunac, and Vitez. They clearly illustrated the divisions among Bosniaks, Serbs and Croats in their views and perceptions of the past events, but also a great deal of respect towards the sufferings of “the other side”. They confirmed the need for further ICTY engagement on the community level to disseminate information on the established facts as part of legacy effort. The award-winning series “Fingerprints – 15 years later” – produced with the support of the ICTY – was shown during those events.

IHL Program - Macedonian Judges

This three-day visit was the third – and last - in the series of visits to the ICTY this year by the Macedonian judiciary in the capacity-building International Humanitarian Law program. This program has been coordinated by the Tribunal with the organisers of this visit – the Macedonian Ministry of Justice, Academy for Training of Judges and Public Prosecutors, OSCE Spillover Mission to FYROM, and the US Department of Justice OPDAT (Office of Overseas Prosecutorial Development, Assistance and Training). The visiting group consisted of thirteen legal practitioners, most of them judges from the Supreme Court and the Skopje Appellate Court.

The visit aimed to provide general knowledge about the Tribunal as an institution – its mandate, structure, legal set-up, current workload, achievements and future challenges. Building on this general knowledge, more detailed legal issues relevant to the guest’s work were analysed, with special focus on appellate proceedings before the Tribunal, and witness protection. In addition, direct and informal contact between the Macedonian visitors and their ICTY counterparts was facilitated.

NGO forum  “Verdicts by the ICTY and current war crimes trials in Croatia

An ICTY representative attended the seventh meeting of NGOs dealing with war crime issues. Representatives of four NGOs, several international organisations, the Croatian Ministry of Justice and Ministry of Foreign Affairs were also present at the meeting. The discussion focused on the judgement in the Vukovar Three trial, and the treatment of victims and witnesses in local war crime trials. Some participants claimed that war crimes trials in Belgrade and Zagreb were fairer than those at the ICTY, noting, however, that they would not be possible without the achievements of the Hague Tribunal.

This UNDP-sponsored event brought together all judges of the Court of BiH, and provided them an opportunity to discuss various practical and legal issues relating to their work. ICTY Registrar visit to Belgrade

The Registrar held a roundtable with four Serbian NGOs, the OSCE and the UNDP, where legacy issues were discussed, including the future of ICTY archives. The Registrar also held meetings with the Chairman of the National Council for Cooperation with the ICTY, the OSCE Ambassador and the UNDP Resident Representative. On the last day, the Registrar gave a speech titled “International Criminal Justice and Reconciliation – the ICTY Experience” at an international conference titled “Reconciliation and Human Security”, organised by the European Center for Peace and Development.

ICTY Registrar visit to Pristina

During the two day visit of the ICTY Registrar met with the Head of UNMIK, highest judicial representatives and diplomatic corps, as well as attended a roundtable “ICTY: Legacy and Archives”, with the top of Kosovo judiciary, OSCE, UNDP, Director of Kosovo Archives and NGOs.

Court of Bosnia and Herzegovina Defense Section

This was a two-day visit of two officials from the Court of Bosnia and Herzegovina War Crimes Registry, Criminal Defense Section - Director and the Section lawyer. They met with a number of ICTY officials, with the aim of acquainting themselves with the work of the Tribunal, with special focus on the work of the defence and the relationship of various ICTY services with the defence. The aim of the visit was also to inform relevant ICTY officers about the Criminal Defense Section Annual Conference to take place in December 2007 in Sarajevo.

This was a working two-day visit of two representatives for the BiH State Court Registry. Seminar "Conflict Prevention through Dialogue"

The seminar was organised by the Centres of Civil Initiative, one of the member NGOs in the Court of BiH support network. Most of the seminar was devoted to questions related to domestic war crimes trials. The Outreach representative addressed a wide range of concerns raised by members of leading victim associations in Republika Srpska. Cantonal Prosecutors from Sarajevo

This four-day visit was organised for a group of five Cantonal Prosecutors from Sarajevo and newcomers to the Tribunal, most of them dealing with general crime, one highly specialised in war crimes. The visit familiarised the prosecutors with the structure and work of the Tribunal, with a special focus on the transfer of cases to local judiciaries in accordance with the Completion Strategy. The visit was also a chance for discussions about relevant issues for future cooperation, especially in regard to the war crimes proceedings before the national courts.

Study visit of journalism students from the Belgrade University

This week-long visit was organised for the five best undergraduate and Master students from the Journalism Department of the Belgrade University have covered a program which underlined the relationship and work of the ICTY with the media, and the coverage of war crime related issues in the region. Moreover, the students tried their hand at writing court reports from the hearings they attended. The visit was part of a wider OSCE program for capacity building of the media in Serbia.

Computer donation to Kosovo schools

The ICTY Outreach Representative and deputy minister of the Ministry of Education in Kosovo held a press conference in Pristina to announce the ICTY computer donation. The Tribunal gave around 300 computers and related equipment for distribution to schools throughout Kosovo.

Defence training seminar

A Senior Legal Officer from the ICTY, Wayde Pittman, held a four-hour training session on “Modalities   of   individual   criminal responsibility” at this training seminar, organised by the Criminal Defence Section of the Court of Bosnia and Herzegovina. The presentation illustrated salient points of the ICTY’s jurisprudence, and practical exercises for around 20 lawyers in attendance.

Conference on inter-state cooperation in war crimes

The conference entitled “Cooperation among State Prosecutors in War Crimes Prosecution - Existing and Future Forms of Cooperation” was organised by the Croatian Chief Prosecutor and attended by the highest officials, including ICTY’s Chief Prosecutor Carla Del Ponte, Croatian President and Prime Minister, and top judicial officials from the region. Participants agreed that the signing of agreements significantly advanced regional cooperation in prosecuting war criminals and perpetrators of genocide. They also discussed new possibilities of cooperation with a view to arresting and prosecuting war criminals, adding that this was the reason why this conference was being held behind closed doors.

Anniversary of Srebrenica Press Conference

The Serbia Outreach representative participated in a press conference organised by the Youth Initiative for Human Rights, whose representatives described their efforts with the public opinion to bring the ICTY indictee Ratko Mladić to justice. The ICTY representative spoke about the suffering of Srebrenica’s victims, and the concrete steps to bring their stories to the public

Advanced Justice Advocates Training

The Serbia Outreach representative gave lectures at this training for Youth Initiative Justice Advocates with the participation of some 25 young people from all over Serbia.  Organised by the Belgrade-based NGO, Youth Initiative for Human Rights, the training focused on the Tribunal’s work, and the methodology of running workshops with high school students. Each student gave a 10-minute presentation on one of the ICTY cases.

Implications of the BiH constitutional court decision on the retroactive application of criminal law in war crimes cases

The conference, organised by the American Bar Association (ABA) Rule of Law Initiative and the OSCE Mission in BiH, gathered around 40 top Bosnian judges, prosecutors, defence lawyers and legal experts. Head of ICTY Chambers, Catherine Marchi-Uhel spoke on the international human rights norms limiting the retroactive application of criminal law and their interpretation in the practice of international tribunals. The OSCE presented a position paper stating that there is no fair trial barrier to applying the 2003 Criminal Code in war crimes trials before Entity Courts and encouraged the entity prosecutors and courts to start doing so.

Workshop for Macedonian  investigators

This OSCE-sponsored workshop gathered about 20 investigators from the Department for Prosecution of Perpetrators of Criminal Acts in the Field of Organised Crime and Corruption, investigative judges and prosecutors. ICTY’s specialists gave presentations on the Tribunal’s investigation and analysis.

Introducing ICTY to High School Students throughout Kosovo

Conclusion of youth workshops on the ICTY

This four-month long project organised by the Youth Initiative for Human Rights (YIHR) with the support of ICTY Outreach was closed with the completion of the 30 workshops for high school students on the Tribunal’s work. The workshops, sponsored by the UK government, were held in 14 cities throughout the country.

Conference on the BiH Genocide Verdict by ICJ

An Outreach representative attended the Humanitarian Law Centre’s conference on the verdict in Bosnia and Herzegovina’s suit against Serbia for genocide before the International Court of Justice. Conference speakers discussed the judgement’s legal merits and its moral, ethical and political consequences.  The conference’s participants gathered together some 40 high profile civil society representatives from Serbia, Croatia and Bosnia. The event was funded by the OSCE, the Dutch Embassy and the Council of Europe.

Issues covered: cooperation of the ICTY (especially OTP) with the judiciary in Kosovo, media coverage of ICTY-related issues in Kosovo and the role of the local elites and Outreach, witness protection in Kosovo, ICTY investigations, chambers and defence, attending hearings.

Assessment: the visit was successful in initiating contacts between the ICTY leading officers and Kosovo judiciary, in consideration of the increasing devolution of powers from UNMIK towards the local institutions.

Discussion Group on Evidentiary Issues

Ten prosecutors, 20 judges and 12 legal assistants participated in those two editions of a two-day discussion with their counterparts from BiH on issues concerning the admissibility of evidence in war crime proceedings. This was organised within the programme: Capacity Building of Macedonian Judiciary - International Humanitarian Law Programme.

Seven representatives of NGOs involved in war crime monitoring and media freedom from Croatia, Bosnia and Herzegovina and Serbia paid a three-day visit to the Tribunal, sponsored by the Sarajevo Office of the International Research and Exchanges board (IREX). The participants held discussions on the challenges of media coverage of war crime related issues, transfer of cases to domestic judiciaries, as well as got acquainted with the trial and witness protection procedures at the Tribunal.

Roundtable “Improving Witness Support in War Crime Trials”

ICTY Outreach attended this event organised by two Croatian NGOs. The issues discussed focused around the responsibilities of judicial institutions, civil society and media in providing support to witnesses. It was underscored that measures of support to witnesses should have been introduced over a decade ago as the majority of war crimes eyewitnesses never received any support. Representatives of the Government’s Office for Witness Support, the Offices of State and County Prosecutors, several NGOs as well as a number of attorneys participated in the roundtable.

Regional Judges' Meeting on Inter-State Cooperation in War Crimes Proceedings

ICTY President Judge Fausto Pocar, accompanied by three ICTY judges took part in this high-profile meeting organised by the OSCE, as part of an ongoing series of expert-level meetings to enhance inter-state co-operation in addressing war crimes investigations, prosecutions and trials. The Zagreb meeting was also attended by judges from Bosnia and Herzegovina, Croatia, Montenegro and Serbia. Particular attention was paid to cases referred to regional judiciaries from the ICTY, and on the admissibility of war crime evidence between courts.

Seminar on Fair Trial and IHL

The two-day seminar gathered 41 lawyers in the discussion on international fair trial standards, especially as stipulated in the European Convention on Human Rights, and on IHL and its basic preconditions for enforcement.

Completion of Trainings for Serbian ICTY Interns

The three sessions organised by Outreach for eight future ICTY interns in The Hague, were part of the program implemented by the Youth Initiative for Human Rights (YIHR) and sponsored by the Swiss government. The interns were to serve three to six month internships at the Tribunal, followed by a three month internship at the War Crimes Chamber or the War Crimes Prosecutor’s Office in Belgrade. In each training sessions, held in the preceding weeks, the interns learnt about different aspects of the ICTY work, international humanitarian law and enhanced their English writing skills. The first intern arrived at the Tribunal on 2 July.

Macedonian Judges and Prosecutors

This was a series of two five-day study trips - sponsored by the OSCE and the US Department of Justice - with identical programmes, for 34 Macedonian judiciary representatives, split into two groups. The visit was a follow up to a three-day training held in Skopje at the end of March 2007.

Issues covered during this visit were: functioning of the Tribunal’s bodies (Registry, Chambers, Prosecution, Defence); handling of multiple-accused cases, transfer of cases and investigation materials from the ICTY to the countries in the region, media coverage of ICTY-related issues; the visit included sessions designed for judges and prosecutors to meet with their ICTY colleagues, and attending court hearings.

The visit could be considered successful, with the judiciary representatives gaining practical knowledge on the functioning of the Tribunal. A lot of appreciation was given to the possibility of forming personal contacts with judges and prosecutors. In the first visit, transfer of investigation materials on Macedonian cases from the ICTY triggered lively discussion.

Meeting with the Zenica community

In cooperation with the OSCE, ICTY Outreach held a meeting with civil society representatives in Zenica, to update them on the developments in the ICTY prosecution of the crimes committed in the area. Presentation focused on the first-instance judgement and findings in the case of Enver Hadžihasanović and Amir Kubura. In the ensuing discussion, the community representatives expressed their support for the ICTY work and the need for strengthening of the local judiciary.

Training “Psychological approach to victims/ witnesses of the most severe crimes”

An ICTY representative from The Hague’s Staff Welfare Office lectured at those two training programs organised by the OSCE and dealing with victim and witness support. The lectures underlined the importance for defence lawyers knowledge on how to approach a witness without causing psychological harm, wile obtaining information relevant to the trial. In this round of trainings, defence attorneys held sessions on 21-23 May and journalists 24-26 May. This was a follow up to a similar program in November 2006 for prosecutors and judges.

Student NATO Roundtables

An Outreach representative participated in those NATO-organised events, concentrating on BiH’s path to Euro-Atlantic structures and cooperation with the ICTY. The Tribunal’s mandate was analysed, together with explanations on proceedings, achievements, completion strategy of the ICTY, and the cooperation of states with the Tribunal. Outreach provided information packages for around 30 students, and in Banja Luka a 30-minute NATO-produced documentary about war crimes was shown. The events confirmed a still present tendency that “truth” on war crimes depends on the group or person holding them, and a prevailing distrust towards the Tribunal which is trying to work against this trend.

Distribution of ICTY publication “Crime and Punishment”

More than a thousand copies of the publication’s second revised edition was distributed, among others to the Parliamentarians at state and entity level, NGOs, media, victim associations and general public at ICTY events. The Hague City of Peace

This event was an initiative by two local NGOs,  The Hague Peace Platform (HVP) and the Peace Movement of the Joined Churches (IKV). A major exhibition was organised in the main hall of The Hague City Council, to show the work of Hague-based international organisations in the field of peace and justice. The ICTY held a stand at the exhibition and staff members were present through the exhibition to answer questions from visitors on the Tribunal’s work.

NGO Monitoring of War Crime Trials Meeting

At this consultative meeting, ICTY facilitated cooperation and coordination of various Croatian NGOs monitoring local war crimes trials, especially in light of the imminent beginning of trial of generals Ademi and Norac transferred to Croatia by the ICTY. The four Croatian NGOs monitoring local war crime trials concluded that they need visibility boost and capacity-building, as well as better working relations with the media.

Justice Advocates’ Presentation

Some 20 young people from all over Serbia participated in the training programme organised by the Youth Initiative for Human Rights (YIHR). After five days of intensive lectures on transitional justice and the ICTY’s work, the new Justice Advocates were to participate in an advanced seminar to become part of the Justice Advocates Network and organise and lead workshops with high school students and young people across the country to promote justice for war crimes victims and the work of the ICTY.

Visit to US Law Schools in Promotion of ICTY “e-internship”

Serbia Outreach representative visited the United States, lecturing on the ICTY’s mandate, structure and contribution to reconciliation for the students of the University of Michigan and New York Law School. Training sessions for journalists

Two sessions were part of a training seminar for seven BiH journalists entitled "Analytical Reporting - Peace and Security in BiH". The event was organised by the Netnovinar Centre in the Sarajevo Medijacentar, supported by the UK Embassy through the Global Conflict Prevention Fund. ICTY Outreach representative gave a general presentation about the ICTY, and engaged in a discussion with the participants, giving practical advice on methods and sources of finding information on the Tribunal proceedings.

TV spots on ICTY prosecution of war crimes in local communities

ICTY Outreach participated in the preparation and filming of brief spots about ICTY cases for a TV series about the impact of war crimes on local communities. On 5 and 23 April, 16 such spots were shot, each one entailing a summary given by the ICTY BiH Outreach representative about ICTY cases (judgments, trials or indictments) in relation to one municipality in BiH.

The series was produced by the independent Sarajevo-based XY Films production company.

The ICTY Outreach Office welcomed a group of 49 Slovenian students from the Ljubljana Faculty of Social Sciences and Faculty of Administration.
The presentations covered the ICTY work and achievements; the students also attended a Tribunal hearing.

This short visit gave the students an opportunity to receive a solid introduction to the ICTY, clarify doubts and receive encouragement for further investigation of war crime related issues.

Seminar “ICTY and the Media”

This was a twin event to the seminar held the day before for the journalists in Pristina, Kosovo, organised by the ICTY Outreach and the Balkan Investigative Research network (BIRN), supported by the UK government. It was conducted by The Hague-based spokespersons to OTP and to the Registry and Chambers, with a presentation by the Outreach representative to BiH, and offered an opportunity for media professionals from Kosovo and Macedonia to discuss various issues related to the ICTY and the coverage of war crimes. Some 40 journalists attended this seminar for Macedonian journalists.

Seminar “ICTY and the Media”

The seminar in Pristina was organised by the ICTY Outreach and the Balkan Investigative Research network (BIRN), supported by the UK government. It was attended by 20-25 journalists and conducted by The Hague-based spokespersons to OTP and to the Registry and Chambers, with a presentation by the Outreach representative to BiH. The event offered an opportunity for media professionals to discuss issues related to the ICTY and the coverage of war crimes. The ensuing media coverage of the event was generally impartial, with some exceptions (one TV channel claiming that anyone speaking against Ramush Haradinaj would be regarded as “liars and against Kosovo”, one newspaper refused to interview the OTP spokesperson).  The next day the same seminar was repeated for the Macedonian journalists in Skopje.

Sarajevo Regional Attorneys Chamber

A delegation of 31 Bosnian attorneys visited the Tribunal in the framework of their visit to a number of judicial institutions in the Benelux (ICJ, Amsterdam and Brussels Attorney Chambers), as a continuation of developing links with relevant attorney institutions in Western Europe.

Issues discussed included legal aid, detention and defence of the accused, they also had an opportunity to attend ICTY hearings. This was an opportunity for Bosnian attorneys to meet and start a working relationship with the ICTY colleagues, as well as enriched their knowledge on the functioning of the ICTY in general.

The ICTY Outreach Office organised a short visit for a group of 45 Slovenian students, members of the European Law Students Association (ELSA), organised as part of wider tour to legal institutions in Western Europe. The students attended a hearing in the Popović et al. case pertaining to crimes committed in Srebrenica and surrounding area. A Chamber representative explained trial related issues at the Tribunal.

Conference “Mechanisms of Establishing the Truth”

The event was organised by the victim association “Izvor” from Prijedor, and gathered over a hundred victims and other citizens of Sanski Most and the neighboring municipalities. The ICTY Outreach representative made a presentation on the ICTY cases in relation to Sanski Most and Ključ municipalities, with special focus on Radoslav Brđanin and Momčilo Krajišnik cases. The audience was also shown exhibits from these cases, to illustrate what kinds of evidence are used in court to establish facts about the crimes beyond reasonable doubt. Other speakers included representatives of the Bosnia judiciary, International Commission on Missing Persons, and NGOs from the field of transitional justice.

Conference on the ICTY trial of Slobodan Milošević

An ICTY Outreach representative attended this conference organised by the Belgrade branch of the Helsinki Committee for Human Rights and dedicated to the assessment of the ICTY's trial against Slobodan Milošević. The keynote speaker was the former Principal Trial Attorney Geoffrey Nice, who made some critical remarks about the ICTY but praised the work of the judges and the fact that the trial contributed to bringing to light historical facts. Other speakers included representatives of Human Rights Watch and the SENSE News Agency.

Seminar on International Humanitarian Law

This three-day training was attended by around 80 participants from the Macedonian judiciary and provided an introduction to the concept of the IHL, with preconditions on its application; ICTY Statute and national jurisdictions were analysed, with special regard to the BiH experiences. Senior ICTY experts from the Chambers and OTP lectured at the event.

Public Discussion After Promotion of OSCE documentary

The discussion was organised after a screening of the OSCE-produced documentary film “Justice requires Outreach”, which looks at ways in which prosecutors should communicate with victims, victim associations and local communities. The BiH Outreach representative appears in the film, explaining some of ICTY’s experiences specifically in outreach activities. The film was followed by a discussion with the highest judicial officials.

Gjergj Dedaj, Chairman of the Kosovo Liberal Party

The Head of the Parliamentary Group for Integration, Mr. Gjergj Dedaj paid a visit to the Tribunal. After attending a hearing in the Haradinaj et al. case, Mr. Dedaj had an extensive meeting with the Spokesman of the Registry and Chambers. Discussion focused on current trials and on the necessity to pursue capacity building efforts to prosecute war crime perpetrators in Kosovo.

Meeting with Kosovo Victims Association

An Outreach representative met with the Serbian victims association “Family Association of the Kidnapped and Killed Civilians, Soldiers and Policemen 1998-2000 in Kosovo and Metohija”, briefing them on the ICTY cases involving Serb victims in that region. The association appealed for the Tribunal’s assistance in finding missing persons from the Kosovo confllict.

Meeting the Mothers of Srebrenica and Žepa

Outreach informed the associations on the latest developments in the ICTY in regard to war crime proceedings of interest to them, and delivered copies of several judgements. The victims appealed for the Tribunal to be active in combating public denial of the Srebrenica genocide, in particular after a new wave of denial following the ICJ judgement of 26 February.

Roundtable on Domestic War Crime Monitoring in 200

An ICTY representative attended a NGOs monitoring roundtable on the findings of the 2006 Annual report on war crimes trials monitoring in Croatia. The event was attended by representatives of the Croatian judiciary, NGOs, international community and law experts. A number of problems were highlighted, among them a large number of trials in absentia, imprecise indictments, uneven practice in issuing detention orders, insufficient support and protection of witnesses.

Conference on the Čelebići Case

ICTY Outreach and the Belgrade-based NGO Humanitarian Law Centre held a conference on the Tribunal's work to bring to justice those responsible for the crimes committed in the Čelebići camp in Konjic in 1992.  The Outreach representative gave an opening speech and three ICTY officials from The Hague gave briefings about the Tribunal's investigations, trial and appeals in this case. The presentations were based on the landmark Outreach “Bridging the Gap” conference held in Konjic in 2004. Eight victims shared their stories in a special session. Attendees of this widely covered event included: OSCE, Council of Europe, Serbian judicial officials, politicians, NGOs and students.

Judges of the State Court of Bosnia and Herzegovina

The ICTY Outreach Program hosted a visit by seven judges of the BiH State Court. The delegation consisted of Court President Meddžida Kreso, Presiding judge of the Appellate Chamber Azra Miletić, and five presiding judges of first-instance panels. A series of meetings on a broad range of war-crime related topics took place with judges and senior legal officers from the Tribunal. The judges received an in-depth brief on the Popović et al. case concerning Srebrenica crimes, of special interest to the guests. The visit was funded by the US Embassy in Sarajevo.

Justice Advocates Training Seminar

The seminar was organised by the Bosnian NGO Youth Initiative for Human Rights (YIHR). International Conference on Establishing Truth after Armed Conflicts

The conference was organised by three regional NGOs - Documenta (Zagreb), the Humanitarian Law Centre (Belgrade) and Research and Documentation Centre (Sarajevo). The event gathered over 200 participants from several countries of the former Yugoslavia, including the judiciary, politicians, and persons from cultural life. ICTY President Fausto Pocar, Prosecutor Carla Del Ponte and Registrar Hans Holthuis also attended the conference.

An Outreach representative attended this roundtable organised by the Republic of Serbia War Crimes Prosecutor's Office and supported by the OSCE, to mark the second anniversary of the memorandum of understanding signed between Croatia and Serbia on cooperation in fighting serious crime. The conference gathered the highest-level judicial officials from across the region.

Study Visit for Macedonian Judges and Prosecutors to Sarajevo

Eleven participants visited the War Crimes Chamber in Bosnia and Herzegovina and met with the highest officials there to learn about the processing of complex trials and practical study exercises. This visit was organised within a wider programme aimed at buidling the capacity of the Macedonain judiciary in dealing with the issues of international humanitarian law.

Donation to the BiH State Court

The Sarajevo Outreach office delivered a large supplementary collection of ICTY judgements to the library of the BiH State Court.

Meeting with local community representatives

An ICTY Outreach representative was the main guest in a public event in the Nansen Dialogue Centre (NDC) in Mostar, aimed at enhancing the understanding of local communities of various institutions in BiH. Main achievements of the ICTY were presented, and the audience was invited to engage in a discussion as to how the results of the Tribunal’s work could be put to use in BiH, especially in light of the Completion Strategy. The audience was generally supportive of the Tribunal, yet expressed frustration over the failure to arrest the remaining fugitives and the capacity of the local judiciary to process war crime cases.
